The bill would limit gender-affirming medical care for anyone under 18. During two committee hearings on the bill, lawmakers called no expert witnesses. hosting a roundtable Monday to explore the idea of Advanced Air Mobility, or drones, for transportation purposes.\n\n\n\nAdvanced Air Mobility (AAM) is the use of unmanned aircraft to transport people and equipment to urban and rural locations not accessible by traditional airplanes. \n\n\n\nAircraft can range in size from small cargo-carrying drones to passenger-carrying air taxis.\n\n\n\nAAM is considered a big opportunity for Appalachia. \n\n\n\nIn the 1950s and 1960s, Appalachian communities became increasingly isolated with an interstate highway system that underserved the area. While reconnecting Appalachian communities has since improved, the region remains largely depressed in the transportation industry, in part due to its challenging terrain.\n\n\n\nBut despite its challenging geography and low population densities, West Virginia is well positioned for multi-modal transportation concepts.\n\n\n\nVertx Partners is helping organize the roundtable event by identifying stakeholders in the Appalachian area - an economy considered dependent on the efficient transportation of goods, people, and sensors.\n\n\n\nThe roundtable is called the Autonomous Aerial Cargo Operations at Scale CONOPS. It is a NASA University Initiative organized by University of Texas - Austin and MIT Lincoln Laboratory in Massachusetts.\n\n\n\nRoundtable presenters include Andrew Weinert, technical staff, MIT Lincoln Laboratory and Ufuk Topcu, associate professor, University of Texas at Austin. Other speakers include Mike Graney, executive director, West Virginia Department of Economic Development; Marshall University chief aviation officer Bill Noe; Nancy Ritter, director and chief pilot at Bill Noe Flight School and West Virginia State Sen. that limited IT operations.The county school district is currently trying to restore access to the network, working with both cybersecurity professionals and local law enforcement to find the cause of the incident. The county is also investigating if any personal data from students was compromised.\n\n\n\n\u201cAnswering this question is a key objective of our investigation,\u201d County Superintendent Ronald Stephens said in a public statement. \u201cIf it is determined that there was unauthorized access to sensitive personal information, we will notify individuals in accordance with applicable laws.\u201d\n\n\n\nStephens said the county would also provide resources to families to help protect against potential information misuse, if such a problem arises. Berkeley County Schools services 19,722 students, according to its Facebook page.\n\n\n\nAn emailed statement from Berkeley County Schools Communications Director Elaine Bobo to West Virginia Public hearing Monday on a potential buyout that would see West Virginia American Water purchase four local water and sewer utilities.\u00a0\n\n\n\nThese include Jefferson Utilities, Inc., Valley Water and Sewer Services, East Jefferson Sewer Services and Shenandoah Junction Public Sewer, Inc.\n\n\n\nPSC staff estimated the buyout would increase local rates by as much as 47 percent for water and 56 percent for sewer. \n\n\n\nThe overwhelming opinion of the locals present at the hearing, including Shepherdstown resident Michael Keefe, was that such an increase would be unfair to customers.\n\n\n\n\u201cWe're concerned that if the rate increases go up so much, that many residents in the lower income would not be able to pay for it, or we'll have to cut back so much on water usage that it's detrimental to their family plan and sanitation,\u201d Keefe said.\n\n\n\nPreviously, PSC staff recommended that West Virginia American Water establish a five-year schedule to slowly bring customers\u2019 rates in line with the company\u2019s existing rates.\n\n\n\n\u201cI think even doing these rates over time, as what was suggested, I don't believe in that, because then it just couches for more,\u201d fellow local and ratepayer advocate Jacquelyn Milliron said. \u201cIt hides the fact that more rate increases just get put on top.\u201d\n\n\n\nThose in favor of the buyout argued that as a larger company, West Virginia American Water has more resources and infrastructure to help better serve the area.\n\n\n\n\u201cWe understand that customers are facing a lot of different situations and circumstances in their own lives,\u201d said Megan Hannah, Senior Manager of Government and External Affairs for the company. \u201cWe do want to make sure customers know that there are many, many customer assistance programs that we offer to help those that are struggling, those that are in need. And that is not a program that's offered currently by JUI or any other utility here in the Eastern Panhandle.\u201d\n\n\n\nFrom Water To Watts\n\n\n\nAlso discussed in a separate PSC hearing earlier in the day was the creation of a 99 megawatt solar energy farm owned by Rippon Energy on 1,000 acres of land in the county. Rippon cited a $125 million investment in the project that would go towards creating an in-state workforce, and that ratepayers would not be affected as a result.\n\n\n\nResidents in favor cited solar as a renewable energy source, with some local farmers who had volunteered their land to be used saying they should have a voice in what they use their land for. Residents opposed were concerned about the efficiency of solar energy, the loss of farmland and potential waste from the facility going into the nearby Potomac and Shenandoah rivers.\n\n\n\nThe Public Service Commission held an evidentiary hearing for the West Virginia American Water case Jan. 25 and plans to hold a similar hearing for the solar farm facility Feb. 23. gathered in front of the Senate chamber Wednesday morning to present their tax reduction plan for West Virginia.\n\n\n\n\u201cWhat we believe we've put together is a very comprehensive, safe tax reduction plan that is as wide as we could possibly make it to capture and help the vast majority of West Virginians across the state of West Virginia,\u201d said Senate Majority Leader Sen. Tom Takubo, R-Kanawha. \u201cWhat we want to do now is try to be able to give some tax relief back to the West Virginians across the state, but we want to do so in a way that we don't overspend, that we don't overstep, and kind of get out in front of our skis and then get in a situation where we hurt anybody.\u201d \n\n\n\nThe plan would reduce personal income tax by 15 percent across the board next year, and continue reducing personal income tax in the years to come.\n\n\n\n\u201cThere's a trigger that as our economy grows here in West Virginia, it further brings down the income tax all the way to zero,\u201d said Senate Finance Chair Sen. Eric Tarr, R-Putnam. \n\n\n\nThe plan is a departure from Gov. Jim Justice\u2019s plan to reduce personal income tax by 50 percent over the next three years, starting with a 30 percent cut. The House of Delegates approved the governor\u2019s plan weeks ago, but Senate leaders called it \u201cdead on arrival\u201d before it ever reached their chamber.\n\n\n\nTarr clarified that the personal income tax would continue to decrease as the economy grew.\n\n\n\n\u201cWhen our sales tax collections, without ever raising a sales tax, increase 105 percent over the previous year, it triggers a dollar for dollar reduction of that amount of increase,\u201d Tarr said. \u201cIf it's 107 percent, then it's going to be 7 percent that triggers it down. If it's less than 105 [percent], there's no trigger. It creates a smoothing mechanism to safely bring down our income tax to zero.\u201d\n\n\n\nThe Senate\u2019s tax reduction plan also includes a rebate for the payment of taxes on vehicles, reminiscent of the proposal in Amendment 2 that was voted down in November 2022. Takubo said the vehicle tax rebate would ensure low income households, and those on fixed income, also benefited.\n\n\n\n\u201cRegardless if you're low income or regardless of your fixed income, you usually got to have a vehicle to get around, and we're gonna give that back in a rebate so that that they also can benefit from this comprehensive tax plan,\u201d Takubo said.\n\n\n\nSimilarly, the plan would give a homestead real property tax rebate for some service-disabled military veterans, as well as eliminate the West Virginia tax filing \u201cmarriage penalty.\u201d \n\n\n\n\u201cMany West Virginians don't realize that the tax code in West Virginia actually helps those that are single and not married couples, and that's not what West Virginia values are about,\u201d Takubo said. \u201cWe should be promoting and helping those financially that want to build a family and have that family unit. So this will eliminate that penalty in our tax code.\u201d\n\n\n\nThe plan is not limited to personal income, and promises a 50 percent rebate for the payment of equipment and inventory taxes paid by West Virginia small businesses. Tarr said the legislators had heard criticism of a similar action during their push for Amendment 2, and now limited the rebate to small businesses only.\n\n\n\n\u201cWhat this bill does, it does not include corporate net,\u201d Tarr said. \u201cIt's your pass through entities, it's your sole proprietors, it's the small businesses of West Virginia. This does not affect the corporate net income tax, which would have included those big boxes.\u201d\n\n\n\nTakubo said Senate leadership has been speaking with Justice throughout the session, and believe their plan achieves his goals of, \u201chelping the small folks, the small businesses, those that are less fortunate in the state,\u201d but are still waiting for comment on the plan.\n\n\n\nSenate President Craig Blair, R-Berkeley, said he has reached out to House Speaker Roger Hanshaw, R-Clay, to let him know what\u2019s happening.\n\n\n\n\u201cWe're family here,\u201d Blair said. \u201cWe've been working back and forth for over a month long.\u201d\n\n\n\nHe concluded by saying the Senate is ready to move quickly to get the plan into the House of Delegates as soon as possible.\n\n\n\n\u201cOne of the goals is to be able to finish this legislation and have it moved into the House of Delegates before day 30,\u201d Blair said. \u201cToday's day 29. Our goal was to be able to move this on through and get it done. We've been working for over a month.\u201d\n\n\n\nThe Senate plans on reconvening a split session Wednesday evening at 4 p.m. to ensure the plan is passed through the chamber.\n","post_title":"W.Va. Nichols, the owner of Bartlett Nichols Funeral Home in St. Albans, to understand the process. \n\n\n\nThis interview has been lightly edited for clarity. \n\n\n\nDouglas: Do you have any tips for how you talk to your parents about arranging for their funeral?\n\n\n\nNichols: Most generally, the parents come in first and make arrangements so their kids don't have to deal with it. But like you said, as you see them getting more ill, you take it upon yourself to try to come in and see what to do, and how we need to do it if something would occur, death at home or something. We just kind of guide you with some options.\n\n\n\nDouglas: What do you need to do? What are the options?\n\n\n\nNichols: We will ask what type of arrangements you'd like, whether it be burial or cremation or whatever else you may have in mind. Say we're doing a burial, we'll go over a general price list, show you our charges, then we'll go over caskets and then a vault if you need a vault. Once we get that type of thing out, and then we get figures and things, depending on how you want to pay, there's two options. Some funeral homes use insurance to put your money into and most people use a trust account. If you give me $1 or you give me $10,000, we register it with state of West Virginia.\n\n\n\nDouglas: Some people will worry, how do I know the money is going to be there if it's five years from now, 10 years from now? This is all secured, the funds are secured and there's a whole system in place for that?\n\n\n\nNichols: Once we put your money in that trust, it's locked in and secure. It can't be used until time of death, then we are allowed to use that money. We have to register those monies with the attorney general and they oversee your monies to make sure we're doing a proper and correct thing. \n\n\n\nDouglas: I actually got a letter, just a month or so later from the Attorney General's Office saying this money is secured. I had no idea that was a thing.\n\n\n\nNichols: Once we register, then you do get a letter. It can be two weeks to four weeks, on average, you will get a letter from the attorney general. It just tells you we're doing what we're supposed to be doing by registering it. And then when death occurs, then we do a death report, and that also goes to to the attorney general. If the money was in there five years and it drew interest, we have to show them that. And if there's a refund coming back to you or not, just because money's in the account, we can't keep all of it. Because the interest is what goes with the inflation. And if it's more monies than what you paid, or what today's price is, then we refund back to the estate.\n\n\n\nDouglas: What if the price has gone up, and it's more than what I put in there? \n\n\n\nNichols: Then the funeral home eats that charge. You don't pay the difference or anything because you paid it in full. We take the chance on taking that loss. \n\n\n\nDouglas: After I went through this process with my mom, it was a relief. I don't even have to think about it. I literally just have to make a phone call. \n\n\n\nNichols: Then usually you will meet one more time to go over times and things, what day you want to try to set schedule and your services and things and then of course coordinate with your minister and the cemetery. That's really all you\u2019ve got to do. \n\n\n\nDouglas: I assume just about every funeral home does this kind of service. \n\n\n\nNichols: As far as I know, we all do. A lot of times we'll do pre-arrangements for if your mom or dad went into a nursing home and they've got a little bit too much money, that they've got to do a spend down to meet Medicaid or Medicare limits. That keeps mom and dad qualified if they're in a nursing home or facility.\n\n\n\nDouglas: When I took my mom in, she ended up choosing some things I didn't imagine she would choose. I don't know that I would have thought to do that if she hadn't been there to make those decisions. \n\n\n\nNichols: She told you that's what she wanted.
